Please limit your queries to one forum...
Best thing I can think to do is just unplug it and hide the USB cable, plug it in when you need to use it.
Not much hassle...

Go to the Chooser and select a printer driver that doesn't print.

Print2PICT will convert all print requests to PICT files on the
desktop.

Of course, this assumes that your kids don't know how to select
printers.

I like the encrypting the printer driver suggestion - that's probably the best way. Although your kids can just install the driver again.

Here's another tip - tell your kids not to print - if they disobey, take away computing privileges.

Another option -- use the Desktop Printer Utility to create a "Laserwriter (no printer connection)" printer.

do nothing....
let your kids create as much as they want.
You know you can afford some ink, come on. It'll pay off in spades in the future. Who knows you might have a little Leonardo on your hands. Or better yet maybe another Pamela Hobbs! If you know not of who I speak..go check this lady out...full tilt bad ass graphic artist. http://www.pamorama.com/ http://www.adobe.com/print/gallery/hobbs/main.html
