What is the difference between the Radeon for the PC and the Radeon for the Mac? Assuming both are the AGP versions, why is there a need for a separate version for each? Why couldn't they make one version that is useable by both?

I think its because the mac requires a big-endian (reads left to right) system for the processor while x86 use little-endian (reads right to left) or something like that, so, PC graphics cards are little-endian and won't work on the mac. Some cards, however, like the voodoo3 and the NV20, are bi-endian and work on both sides.

So there is no way to connect PC version of Radeon to Mac?
I remember I was able to do that with PC versions of Matrox Millenium, Voodoo 1 and Voodoo 3 cards, by flashing cards' ROM.

Anyone tried PC version of Radeon on a Mac? In my location Mac Radeons cost 2.5 times more than same models of PC Radeons. That's just not fair..

The macintosh addresses graphics cards differently, so unless the base chipset on the graphic card is specifically agnostic, and the roms are what's holding it back, there can't be any compatibility. Needless to say, ATI wants to make more money (who can blame them) so their cards are designed and manufactured very specifically for each type of system. Long story short, no, there's no way you can have a Peecee radeon in your machine, you're going to have to save your pennies to get the more expensive macintosh edition.
