Are there any hard drive encolusures out there that support 4 hard drives at a NORMAL price point. The ones I'm seeing are all +$200. That's nuts for a box with a little oxford bridge in it.

No. The enclosures with multiple drives are very low volume items, and most of the demand is from pros willing to pay.
