Does anyone know if the USB Video Bus by Belkin is compatable with iMovie? I have an older camcorder and want to do video editing.

You will not be able to capture video directly into iMovie using this device. However, if you capture your footage first (using whatever software Belkin provides for the task), you will be able to open it into Quicktime Pro and use that to convert the file into the DV Stream format. iMovie will then be able to import the DV stream into an iMovie project.

You may not be happy with the quality doing it that way. The USB device will capture at 320x240. iMovie works at 720x480. Increasing the size of the image may reduce it's quality. It will certainly work, I've done this myself with video captured through my old analog card before moving to FireWire. Just be prepared for the fact that your video won't look as good as the many exapmles of iMovies out there.
