Harddrives always say that their capacity is more then it really is.

From apple's site:

(1) 1GB = 1 billion bytes; actual formatted capacity less.

It just like saying, it's 1 MB, when MB = 1000 K, but, really, its not, because computers say 1 MB is 1024 K.

I think that's how it goes - correct me if I'm wrong.

Also, drivers, OS, etc take up space.

My guess is that most of it is the Pixo O/S.

This is common practice. The 6GB drive in my iBook is really only 5.7 or something, the 48GB in the new Ti is in the 47's, and so on.
It's the devil's way now.

some of that missing 400megs is apparently software. use your ipod as a firewire drive and look for data. you should find several pieces of software, including the itunes2 installer. this can be deleted to reclaim some additional space.

It is also formating tha hard drive, it has a capability to have 5 gigs but that is empty (nothing no OS no directory) when you fromat it you add a library of where the infromation is and that take room. Greated 400mb for a library is rather large but the other room is poblaby software

I GOT WASTED WITH PHIL SHERRY!!!

This practice is true across all operating systems. The advertised space of any hard drive will always be less then formatted capicity. The procedure for actually creating the format itself takes space, add that to the library and system folders, and +/- 400 mb for 5 gigs is reasonable.
