Hi, I searched but didn't come up with anything...
I have two external HDDs connected to my Intel mini running 10.4. They will spin down according to some default time (like 5 min) and I can't keep them spun up either permanently or for a longer duration (20 min). The Sys Pref option doesn't do anything to change heir behavior...
Can anyone help me config these drives to stay spun up?

If the 'Put the hard disk(s) to sleep when possible' option doesn't help, Apple's CHUD tool is for you. It comes with a 'SpindownHD' app which is handy in your situation. You might need to first install the Developer Tool before that.

Thanks, I installed CHUD and got SpindownHD - do you know, does it need to run to keep the HDs up, or does it permanently set Idle and Sleep time?

The SpindownHD app needs to be active in order to work. However, after googling spindownHD, some users suggested to set the time interval in minutes, but doing a sudo pmset -a spindown insert minutes here in the Terminal.
