i just bought a eMac 700mhz off ebay for cheap! since i was looking at apple accessories, can apple TV work with my Wireless G router, or does it have to be Airport? I know that apple tv is like tivo or DVR, but exactly is it supposed to do?

AppleTV is nothing like TiVo or a DVR; you can check out this page <http://www.apple.com/appletv/> for additional information on it.

Basically brings iTunes to your tv...with its own gui.

It's most similar to a UPNPAV device like a netgear or Dlink DMA player.
Not a TiVO or PVR at all.
