Have this spare mac mouse (the hockey puck) lying around, want to give it to a PC user running Win 98 on a toshiba notebook, connect's ok physically but is there a driver out there that will allow it to work?

I have plugged a hockey puck mouse into several different wintel machines and it automatically recognizes it and allows it to work.

Check to make sure that USB is enabled on the Toshiba. Sometimes it comes disabled to save a little power.
