How does USB startup work?

Obviously the newer Macs, other than the Summer 2000 Ima,c have some kind of current circuit sent through the logic board USB ports.
A older Imac keyboard or the New OnCue startup button will allow machine startup still. Is the circuit broken and completed by this switch?
The PCI USB enabled Macs cannot do this as no power is sent from the logic board through the bus to the card when the machine is cold (unbooted). I only ask this because the current advertising for the OnCue switch does not make it clear that it is only for Logic Board USB macs other than Imac Summer 2000, which has had this feature removed from the logic board. Why leave the feature in when the Apple Pro keyboard does not support this function?
Why doesn't Apple bring this feature back the cost of a $19.00 switch or cost of integrating this feature into the Logic board? null
