The new SP2309W monitor by Dell is fully compatible with Leopard with the exception of its built in 2 MP webcam. It simply produces a black screen. Is there a driver out there for Mac users that utilizes the fast 30 FPS instead of 15?

Well you could look into macam. It has a knack for making third-party webcams work.
