Need to adjust horizontal display refresh rate?

I just got an Acer H213H monitor as an external use for my Macbook pro and the refresh rates on the acer state Horizontal 67khz and Vertical 60khz however in the apple display dialog I can only set a general refresh rate at 60, and therefore I have trailing horizontal lines on visualizations and screen savers cause the refresh rates aren't sync'd, so how can I get my apple to config my horizontal and vertical refresh rates appropriately?

the monitor is straight dvd-dvi cable, on my macbook pro

I think you're mixing numbers here: the 60 in the display dialog is in Hz, not 1000 x Hz = kHz (kilo Hertz).
They don't mean the same thing: in the display dialog, the number signifies the number of times the whole image is refreshed.

Vertical and horizontal refresh rate tells you how many lines in either direction can be refreshed. So, for example, if you use the native resolution of your display, 1920 x 1080 px^2, then a vertical refresh rate of 60 kHz means it can display 60 kHz/1080 ≈ 56 Hz. I'm fairly certain, the vertical refresh rate is such that it can refresh the whole screen 60 times per second, i. e. 60 Hz.

If your problems persist, I would try another cable. Then I would check the monitor on another computer. And I'd try another, working monitor on your computer. If you're still having problems, I suspect it's your monitor.
