I have an 8-9 year old Apple 23" cinema display, the older acrylic ones.

Was thinking about upgrading it soon, and was (based on price) thinking about the Dell S2409 for around $220.

I'm using a Mac Mini with DVI (currently using DVI to ADC adaptor)for this LCD
Any suggestions to consider?
the current Apple ones are out of my $ range

In that price/quality range the Samsung T240(HD) is a good pick, as is the Dell you mentioned.
