What's the deal (scam) with vinyl cutters?

There's been an influx of really cheap vinyl cutters on eBay. So what's the deal? There's got to be some kind of scam going on, but I've never bought a vinyl cutter before. Seriously, $50 with free shipping for a 28" vinyl cutter? Then it's just a couple dollars for roles of various colored vinyl, and a few more dollars for a role of transfer stuff (which I assume you need to laminate all the pieces together?)
If it's so damn cheap, why would I pay someone $300 to cut one out for me? I can get an entire rig including vinyl and transfer for under $100.
I must be missing something.

Is the $300 deal the price for an acetate or mould for pressing an LP?
These cheap things are dubplate cutters.The disks they put out are disposable DJ tools for sampling and scratching.

I'm talking about vinyl cutters for making signs, not scoring records.  I guess my post was kinda vague.
They look similar to a large format inkjet printer, but they have a small razor that cuts out shapes from a roll of thin vinyl plastic.
The $300 was for an 11x17 3 color vinyl sign I could stick on my pickup.

$300 for a tabloid-sized ANYTHING is outrageous. A custom cut vinyl sticker/sign that size should be more expensive than a small one, sure, but $300 is robbery. What sort of shop/service is quoting you that price?

Greater Nevada County. I called around in Grass Valley and Auburn a few years ago. Maybe it assumes labor costs.

The 7" square ones we bought to recognize our son when he was inducted into an honor society can't have cost much more than $300 for the whole lot of 50-all customized with the student's name. We paid $10 or $12 each for them.
Does the place that quoted you $300 think they have to digitize the artwork or something? That they are expected to apply the decal? That you need your feet massaged while their machine cuts the vinyl? That's ludicrous.
