what causes intermittant sync failure?

I have a TiG4 and a Palm V. At both my home and my office I have cradles which connect via USB. About half the time, it fails to sync -- when I push the sync button, nothing happens on the TiG4 and a time-out appears eventually on the Palm V.

I have tried rebooting, turning off and on the Palm SetUp switch for synching, unplugging and plugging in the USB cable, and nothing seems to consistently work. I cannot predict when it will synch and when it won't, although once I get it to work,it usually will continue to synch without problems until the machine is put to sleep, rebooted, or moved to the other location.

since I eventually get it to work, it is more of a nuisance than a critical problem, but I'd love it if someone could give me a clue as to what I could do to get it to work more consistently.

I should add this is using OS 9.1, not OS X
