The people at ebay pulled my auction because I said that if you want to pay with paypal you need to add 3% to cover the fees and apparently that is a violation of the terms and conditions so I had to relist it:

You know, with PayPal and ebay fees, they take close to 10% the final cost of your auction ... that's ridiculous.

But requiring the buyer to pay the PayPal fee is ridiculous. The fee is a charge to you for taking payment via credit card. If you don't want instant payment, then don't accept PayPal at all and stick with snail mail.

I report every auction where the seller requires that the buyer pay the fee to eBay.

The best thing is just up your reserve price with all fees included.
