What's The Deal With Error MaxUserConnections?

I'm sure other people have experienced this error, which says something to the effect that the board has reached the limit in the MaxUserConnections variable on line 40. I get it fairly regularly. This time, however, I tried going back to the forum home page to see if I could load it, and surprisingly everything worked fine. I'm pretty certain that wasn't a coincidence. What does this error mean, exactly, and can it be corrected? At least now that I know how to handle it (I believe), it won't be as problematic.

I've been getting it a lot tonight, and it is pretty bothersome. Doesn't seem to happen on other forums, either. Oh well.

I just got that message about half an hour to an hour ago (0930-1000GMT Monday). Now, I cannot recall any MacNN forum history where too many users login from Asia and Europe login to the forum all at once (and I do assume US users habits are such that not many login during 4-5AM on a Monday morning).
How likely the MacNN forum is under maintainance during 5AM US time on Monday morning?

The forums database is backed up every night around 2 am PT (and thus is inaccessible for about 20 min).

OK, that answers the MaxUserConnections I had last night!
Now, is it possible to put in a more meaningful message in the web page during the backup? (Or at least stating next to the login button that the forum is backed up daily at 1000GMT for about 20 minutes, during that no access to the forums?)
