Why do topics get locked?

I keep seeing topics get locked without any explanation. Generally I read the iBook and iMac forums. For example, what is so terrible about this topic:

I suppose it is not 100% iMac related, but the first post explicitly states the reason for the question and how it is related to a Mac Mini.

While I can live with the topic being locked, but why does this happen so frequently with no explanation? It seems like moderators take drastic action without any real reasion.

Closing a thread is not "drastic" to us -- we get way too many off-topic threads to take the time to respond to each one or move it to the right place. It just takes too much time.

I don't feel it's too much to ask that people take the time to look for the correct forum to post in. If they post in the wrong place, it's subject to unceremonious closure.

The thing people don't seem to understand is the exclusiveness of the hardware forums: it goes in the iMac forum if it's something exclusive to the iMac/eMac/mini. DVI is a peripherals topic (and one that affects most Mac models), so it goes in Peripherals.
