I believe that I've allowed administrators to email me in my user profile. When new rules are created, please send me an email. Unlike admins, I don't live on the boards and may not know of new rules that may be created, such as a rule (although somewhat temporary) that you can't post a new thread about the MacBook Pro in the "PowerBook & MacBook Pro" forum. Clearly this is counter-intuitive, but that's not what I'm getting at. If I knew about the rule, I would follow it, counter-intuitive or not. If you can't do email, how about something flashing to get attention of a new rule? People choosing not to opt to accept these emails need to be responsible to check themselves and those getting the emails would already know about it.

Yep, that's the case, but it doesn't stand out enough with all the other busy content. Even if it were clearer, I'd like to discuss what I proposed, emailing about the rules. That function exists, and you can opt in/out, why not use it?
Edit: Since MacNN is way more restrictive than most forums, people also wouldn't expect rules that are counter-intuitive, like the one I mentioned.

For sure, if you violate the rules too much, you get PM'ed by the mods. Then you know.

Jeez, this is not a difficult concept. How about something useful with reference to my comment?

Hehe. Sometimes that's hard to come by here. Some people on here get off feeling superior by trashing other's threads. They'd be wise to say nothing if they've nothing to useful to say, as is often the case.
As for the e-Mailing... I don't see such an urgent need for it myself, schalliol, but it would seem an easy enough feature to implement for those interested.

I don't know how difficult it is from a technical perspective (i.e. implementation, is this a standard vBulletin feature or not).
I just know it would be useless in most cases, because most people don't give out their real email address, but instead, some secondary or tertiary address that they never check. So what would it be any good if those notifications went there ?
In any case, I'm just surprised that you have been around here since 1999 (longer than most other members), and you still didn't know that those announcements were shown on top of each forum ?

Sure, I know that announcements are up there, but since I go to the forums fairly often, I may not notice that they've been updated. I doubt that every time people log in that they rush those eyes to the top of the forum and examine whether there's a new announcment. Most forums say to search first and then post, be nice, etc. anyway, and MacNN is more restrictive than most. For those that do provide their address and might want to be notified of adjustments, that would be nice to have. It's an optional check-off to be emailed by administrators, so there's not much reason to use an address that you don't check.

I don't think it's unreasonable to expect you to see when an additional announcement is present, and when the rules are updated, they get temporarily highlighted in red, with the update date in bold. I think it's pretty visible.
