It’s not really ‘broken’, per se.

The problem is that lowercase “:d” is not converted to a smiley. At the same time, if you only include the smiley, manually typed out, and a period, your post consists of only uppercase letters, which the Auto-Policing Unit (APU) doesn’t like, so it turns everything into lowercase. Try making a post with only “ALL-UPPERCASE LETTERS IN IT”—it will be turned into “all-uppercase letters in it” automagically; and since that happens, smiley won’t convertey.

It's the anti-caps rule, and i've found it works intermittently on emoticons.

In a show of maturity, I make sure to add the word **** to all my posts where the no caps screws me over.

I guess I never noticed because my "-t" takes care of two characters, leaving me with plentiful options to post smileys and +1's

No, not because your “-t” provides you with extra characters, but because your “-t” is a lowercase “-t”, not an uppercase “-T”. That way, your post contains both upper- and lowercase letters (the uppercase D and the lowercase t), and the shouting filter doesn’t do its thing. If you did just

“: D

-T”

instead, it would uncapitalise the d—and, ironically, the t as well, so you’d end up with the same lowercase “-t” that you need to make the smiley, but no smiley.

It’s there to get rid of annoying all-caps posts. Newbies who don’t know what a caps lock key is, or how to disable it (or just simply like the look of EVERY SINGLE POST WRITTEN LIKE THIS FROM START TO STOP).
