...where you mouse over a thread and get the first few lines in a tooltip?
I'd think that'd be swell, but I seem to remember the last time it was brought up there was much hate for the idea.

I find it irritating. It's rare in the Lounge that the first post has anything to do with the thread's current discussion, and the pop-up bubbles usually just get in the way when I'm trying to read thread titles.
I'm okay with it being an option that's off by default, though.

it was enabled by default when we upgraded the software initially.
most everyone found it annoying, irritating, and generally bothersome.
so we disabled it, buried it, and forgot where we dug the grave.

I understand.
On the site that has it where I like it, I had forgotten that it took me a good few months to train myself to keep my mouse away until I needed the tooltip or was clicking on the thread anyway.
Come to think of it, I recall being irritated for most of that time.
One more mystery solved.
Of course, this now opens the floor to other vBull features they want implemented.
Can we have avatars?
