Your irc network is a kinda crazy.

1. You do not need to voice everyone when they enter the channel.
There is no reason to do this. It also makes your channel look like a "newbie hangout" (voice beggers).

2. You need a #help channel, all networks have them and need them. For general irc questions and the IrcOPS (fourm Moderators) should help out in their.

3. You need to limit /ctcp commands. "Script kiddies" could come on and ping the channel over and over crashing your network.

4. Quick Question, how much bandwith does the irc server take up.

5. You do not have a place to go if you wish to link to the network.

The auto-voice is for the convenience of channel ops. Devoicing a troublesome user temporarily is a gentler initial warning than kicking them off the channel altogether. The "newbie hangout" thing is false, because there's no one actually requesting voicing (or ops, for that matter).

As is mentioned on our <A HREF="http://www.macnn.com/index.php?chat=true"" TARGET=_blank>chat page</A>, #hashmark serves as our network lobby and #help channel.

Fair point. It'll be dealt with.

A decent amount, but not a huge amount.

I don't follow what you're trying to say here...

If you have any other questions/concerns, shoot away here or on the server; there are usually some IRCops around.

If somebody has a fast connection, their is no place to go for him or her to go if they wish to apply for a link to your server... irc.NewYork.macnn.com for example :-)

That's because, as a general rule, the network doesn't just accept servers.
