Every time I try to vote on a poll, it says I don't have permission to vote. It also says I don't have permission to create polls.

And when talking about Polls:

Why do we need to vote before we can see the result???????????????
A lot of these polls will be devoted to software or something that the user might not use, so it would be bad for the poll to force the user to vote about something s/he does not have an opinion/clue about.

If the poll needs to get a vote first, then it's pure simple bad GUI to show the 'View Results' option!!!!!!

Let's see those results!

Seems that the default behavior is to force a vote first, but the poll-starter can decide if this should be the case or not.

Poll Permissions:

(1) Any member can vote in a poll (no unregistered voting).
(2) Any member with a post count greater than 50 can create a poll.

You may have to post once to update your profile so that UBB can "see" the new poll permissions.

As for the results first thing, that's a preference. I'll look into whether the default can be switched.
