Because it's obnoxious when someone posts code in the developer forum and it's smily-riddled. Any chance they could default to off in those forums?
I suppose it's UBB's fault, but smilies should never be allowed inside a CODE block.

There's an option when you post... Disable Smilies in This Post... use that when needed...

I know. I was asking if it was possible to have it disabled by default, so that if you wanted smilies you could uncheck it.
Or how about letting it be set by user profiles? I like my smilies ascii...
