What is MPEG 2 Layer 3?

I am aware that Mp3 is MPEG 1 Layer 3, but recently I came across a file which was 'mpeg 2 layer 3'. Is this Mp3 Pro or something similar?

The file was encoded at 64 kbps, and yet sounds as good as 128 kbps Mp3 - I was quite amazed not only at this but more so the fact it played fine on my iPod.

Maybe this is a really daft query but I'd appreciate if someone could explain it to me
