make your highlights very bluish white ... midtones a little blue .... desaturate your image a lot ... and add a lot of grain.

use the 3 way color corrector and move the mid blues up about half way ... and the high blues all the way up

then add a desaturate filter put it about 1/3 of the way in.

then add a grain filter and add as much as you like

In addition to the above advice, try duplicating the shots you want to adjust and place the duplicate right above the original shot in a new track. Then, add gausian blur (set to around 10) to the shot in the upper track and in the composite mode pull-down, set it to "screen" this will add glows to the highlights. You may need to adjust the gamma and black level of the upper track to balance out the "screen" effect.

you'll save yourself a lot of trouble if you shoot your scenes with the color you want in mind. If you want to mimic the minority report color, keep in mind that they did do some photography post processing tricks, but they also used a very limited pallet within the scenes to effectively make it close to a B&W film in color.

Film differs from video ( in evry aspect ), you colud try to record your footage with the color you want or even a bit more bright, thus, the lcd in your video camera lies a lot, so does video monitors. Yet, your digital footage will not look 100% like the one on minority report, due to depth of field, digital CCD caption, and Tom Cruise!!
