FCP supports 24 frame editing if the codec used supports it.
There's many more issues with 24 fps editing, though, and your post doesn't give enough information to give a thorough answer.
Video footage that is 24fps based with 3:2 pulldown added can be edited in FCP no problem...or any other NLE.
If your question is really about whether you can edit footage from a Panasonic DVX100 in FCP, the answer is yes, no matter what progressive mode was used. It's all 29.97fps DV codec coming off the tape into the computer with that camera.
