Apple's website does specify what operating system is required for the new version of FCP (4.0) Might they still be supporting OS9 but don't want to advertise it??

Exactly. They just don't want to advertise it because OSX is gospel around Apple these days.
In a way, they have to still support OS9. Some of the RT cards are still only qualified to be used in OS9, many FCP-based editing stations still run under OS9 due to unavailability of certain resources in OSX, and many stubborn broadcast pros are still stuck in the ancient but dying kingdom of OS9.
OS9 is like a cockroach.

Unless that is why it is not shipping now because third parties are still developing drivers...

I believe FCp4 will be OS X only. The last FCP3 updates have even been OS X only.
Apple is not developing for OS 9 anymore...

From the Apple web site:
Final Cut Pro Device Qualification
The Final Cut Pro qualification team performs extensive in-house tests to determine whether or not the latest devices work with current Apple hardware and software. See the current list of devices qualified with Final Cut Pro.
SD/HD Expansion Cards AJA?s Kona-SD
(8-bit SD is qualified on Mac OS X.)
Digital Voodoo D1 Desktop 64A V
(8-bit Qualified for Mac OS 9)
Matrox RT Mac (DV)
(Qualified for Mac OS 9)"
So I'd guess it will run on OS 9.
They just aren't pushing it as Apple would rather have everyone on OS X.

Those device qualifications are for FCP 3. Apple has completely abandoned doing anything for OS 9. Very few people are still using it, and most of the products that haven't been made OS X compatible suck ass anyway.
