quicktime mpeg-2 export resolution

is there a way to export files to mpeg-2 (ie, DVD compliant) files, at a resolution anything other than the standard 720x480 (NTSC) or 720x576 (PAL) resolution?

DVD is also compatible with these resolutions:

NTSC: 704x480, 352x480
PAL: 704x576, 352x576

i'd like to use the 352 x 480/576 resolution, because i'm capturing a lot of VHS tapes, and it seems pointless to encode at the full DVD resolution when my source material isn't anywhere near that anyway. that way i can reduce my bitrate without it affecting the quality too much.
