You know how you can resize a photo in Photoshop by going to "image size" and changing the resolution? Now, is there a way to do it with movie clips (like .mov for example). If so, which program can be used to do it.

a soft resize can be done in QuickTime. You need pro to save it that way of course. To change the actual data in the file, you need to re-encode, which can also be done with QuickTime Pro ("Export"). This will get very complicated very fast if you care about video quality. Perhaps you could share what your goal is

Another option if you don't have Quicktime Pro is to use iMovie's Export command and select Quicktime/Expert settings. There you can resize your exported video. The major caveat is that you need to get your video into iMovie if it is not already. And if you are not dealing with DV resolution your video will get scaled twice, once on import to iMovie and again on export. Better to accomplish it in one step to preserve as much quality as possible.
