The article says to open the iDVDproj package (right click and choose show package contents) and then drag the mpeg file to Hex Editor. This will allow you to change a number in the mpeg header and trick iDVD to compress the file to 16:9 aspect ratio.
MY QUESTION IS: how do i do that if IDVD 3 does encoding and burning at the same time? How do I tell iDVD3 to encode the file only, and do the burning at another time?

what do you mean iDVD does both the encoding and burning at the same time? it doesn't. when you are working on a project, and you drop video files in iDVD, it encodes them in the background, but it doesn't burn the disc until you tell it to.
