MP3's: ABR, how's it compare to VBR, CBR?

Hey there,
A friend of mine has converted some of his music with ABR (Average Bit Rate). I'd never really heard of this, and had to look it up with Google.

Me, I prefer high bitrate CBR (Constant Bit Rate) or VBR (Variable Bit Rate). Does anyone have first-hand any knowledge of ABR? It seems like targeting a bit rate (instead of letting a constant or variable be used) is a lot more limiting when an item is encoded. I'm thinking that it's not great quality. Anyone know?

is ABR maybe like a 2 pass vbr where it dedicated a higher rate when it needs an lower whenever possible to keep the selected average? thats the only thing i can think of... like when encoding video (sorenson 3 2 pass for example)
