What is the best way to convert a VCD PAL movie to NTSC?

I tried ffmpegX by converting the VCD PAL mpeg file to VCD NTSC file but it gave me an error.

**ERROR: [yuvscaler] Could'nt read YUV4MPEG header!
**ERROR: [mpeg2enc] Could not read YUV4MPEG2 header: system error (failed read/write)!

I can convert the VCD PAL mpeg file to another format such as DivX but not MPEG1

Well if I'm not mistaken, VCDs use MPEG-1 video files. The difference between NTSC and PAL is the number of lines, and the frame-rate. Final Cut Pro can do that conversion (and I assume final cut express can too), but it will either be cropped or slightly distorted. There are also lots of companies that specialize in doing this conversion, but I assume that since you are trying to copy VCD what you're copying might not be yours to copy.

i'm not sure, this is the easiest way, but what i did was the other way round (converting ntsc-dvd (recorded in a dvd-video-cam) to pal (for using in an imovie project)):

convert it with qt pro!

in your case, you have to demux the mpeg file to get a mpv and a mpa file, with qt pro you combine both files, export them as .dv in ntsc and finally mux'em back to mpeg1......

i'm very sure, quality is ... a mess? the ntsc>>pal conversion with qt is ... cheap ;-)

but, remember, those ol' days (10 years ago), video standard converter costed thousands...
