Improving SVCD Quality

I've used MissingMpegTools to make an SVCD and set the options to best quality, but I can still see some artifacts. I only need about 24 minutes on the disc, so is there anyway I can get higher quality out of SVCDs? I tried increasing the bitrate above the recommended 2500 for SVCDs but the file sizes stayed the same so I'm guessing it keeps the bitrate 2500.

I use ffmpegx to make the MPEGs, and then I use MissingMpegTools to make the disk images that I burn using Toast.

Using this method, the quality seems to be outstanding. You might want to try it

What settings do you use for ffmpegx? I installed it and the quality is better, but I suspect it could be even better if I got the settings tweaked just right.
