last I checked (about 18 months ago) I couldn't find a way in iMovie, but in QuickTime Pro you can do it with the video's Mask. Look in the Movie Properties (command-j)
I don't know the answer but I've seen a book called iMovie Solutions that probably covers it. A lot of material on special effects, manipulating images, etc. Also covers QT Pro.
