I'm sure this is a stupid question but i hope it is possible. I have a VHS tape in the PAL format that i want to convert to NTSC. I have a vcr that i can hook up to the Hollywood DV Bridge, will the hollywood bridge or imovie be able to convert that signal or won't it because of the fact that the VCR is an NTSC model?

A PAL tape will not play on a NTSC player, correctly the image will be all over the place. Your only way out is to get a dual format VCR - PAL/NTSC or take it to someone who does.

if you can get it converted to DV in the process. NOTE: PAL players in the US are very rare VERY!
