idvd chapters out of sync

I have been using FCP 3 to mark chapters and then import the movie into idvd for burning, however when I burn the dvd the chapters are usually 3 or 4 frames off from what I set them at. Has anyone else had this problem? Also, during fade ins or fade outs the picture looks somewhat pixelated. Any suggestions? I am seriously thinking about getting DVDSP because I need to create a DVD with 2 hours worth of video on it, but will I have these same problems with DVDSP (out of sync chapters and digital artifact on video)? Thanks.
