Controlling track volume on burned audio CD's

I tried the iTunes "use Sound Check" setting under Burning, and tried making a mix CD. It was horrible. The volumes of the tracks were all over the place, probably worse than without Sound Check. Is there any other software that will let me manually control the volume of each track? Toast doesn't seem to be able to do this. Or is there a way to make Sound Check actually work?

Jam - another Astarte app that Adaptec bought and then sold on to Roxio - allows you to quickly adjust track volumes. Jam is a great pro-app, but there are bundles with Toast that work out pretty cheap.
