Make Pal DVD from NTSC Mini DV

I'd like to see if this is possible. I want to burn a Pal DVD that will play in the UK from an NTSC Mini DV.
I tried to import it into iMovie 3.03 export to DV-Pal format using Quicktime 6.3 and import into iDVD 2.1 after setting iDVD preferences to Pal and iDVD would not accept the file.
I tried the same thing again choosing the export to DV option in iMovie and leaving the iDVD preferences set to Pal and it ended up burning an NTSC DVD.
I called Applecare and they told me I need DVD studio pro to do this.
Anyone have experience in this area?
Even if I get this to work how can I know for sure because I don't have a Pal DVD player.
Any help is appreciated.

two possibilitys:
1) many (most? all??) dvd-players outside the us are able to playback ntsc-dvd on a PAL-tv (they do some hardware-converting, not bad)
so, produce a ntsc-dvd, and ask your friends wether they can use it.
2) (what i did a while ago  i was able to open the ntsc-file with qt pro, i choose export .dv stream (PAL)... the result was acceptable in quality... proccessed the file later in iMovie, iDVD PAL etc.pp.

iDVD has a option to burn a DVD in PAL format....

I tried your second suggestion but the resulting disc plays on a US DVD player. Does that mean the computer made an NTSC disc even though all the settings I used asked for a PAL disc??

I have a professional interest.
DV is 575 lines
pal is 625 lines
ntsc is 525 lines
so there is always going to be some sort of scan conversion. The more important factor is frame rate
pal 25 fps
ntsc 30 fps
I can quite happily play north american dvd's in my european multiregion dvd player with a pal output, it just letterboxes the image.
So presumably dvd incorporate some little tricks in playback, anyone know whats going on, because if so, there no reason why a ntsc minidv burnt to dvd shouldn't be playable......
