Fixing mpeg4 video frame rate without reencoding?

Hi, sorry if this is a newbie question, but when it comes to video encoding, well, I'm a newbie.

I have some concert footage that was digitized with a PC tv card and then converted to mpeg4 with QTPro. Problem is, somewhere in the first step the video frame rate was switched to 30fps instead of NTSC 29.97, and now the audio and video slooooowly drift out of sync.

I don't have access to the PC any more, so:

Is there some (free?) software that will allow changing the mpeg4 video stream frame rate, without reencoding it? All I need to do is slow it down to 29.97 so it matches the audio stream.

you will need QTPro.

you can open it in QTPro, extract the video, add-scaled to the audio. If that works, export to MP4 with "passthrough" set for both tracks. If it's still not in sync, open the original in this app:

set an anchor at the beginning, go to the end and adjust until you get it right. Save as a new movie. Open the new movie in QTPro and export to mp4 with passthrough
