You *might* be able to do it with VLC, 'Open File' and there's a checkbox 'Advanced output' where you can have it stream to an archive that you set to MPEG TS or MPEG PS (don't really know how you create DVD's as I've never done it).
If you know what to do if you have the stuff in Quicktime format you can get ogmtools (you'll need to use the terminal a bit, ask if you need instructions) and the Ogg Vorbis component for Quicktime, which will let you import .ogg files into QT Pro and you should be set.

is a list of tools & stuff related to ogg vorbis files. the one for the qt pro player makes it maybe possible to open it and export in another file format you can use for creating dvds (e.g. as a .dv stream and use it in iDVD)?
i'm not sure, maybe oggs are multiplexed - then, i don't know a way to transform it.....

ogg (or ogm by convention) is the file format. vorbis is the audio codec. theora is the (unimplemented) video codec (most ogm files use xvid for a video codec). So all those vorbis tools won't do you much good if you want to keep the video from your ogm files. ogmtools or ffmpeg (or MEncoder but it's basically the same engine) are currently the only ways to do this. ogmtools (since it will let you use the iApps for de- and en-coding) will probably give the best results.
