iDVD 4 Quality Question

I'm converting some VHS tapes of cartoons I've recorded to DVDs. I tried iDVD's "Best Quality" setting with 2 hours of video, and the quality was too low. So what settings should I try so that there aren't noticeable artifacts? iDVD 3's 60 minute mode was great so should I try "Best Performance" in iDVD 4 or use "Best Quality" with fewer minutes of video? Thanks.
