Best compression vs. quality for web publishing

Hi!

What's the best way to get movies ready for web publishing in a 320x240 resolution? I've published a number of movies already, but they're 8-16MB for no more than a minute of footage. I recieved a movie from one of our sources the other day, and it had impressive quality although it was no more than 2.5MB for a 61 second clip, and that even includes audio, which I normally don't use.

So: Is there a way to find out how this movie was compressed?
And/or: What is the best way to compress, which compressor and what settings?

Our readers mainly use Windows, WMP and Quicktime, but I prefer to work in Quicktime, since I do all my work on a PBG4 and a DP2G5.

You mean besides asking them? what does it say in the cmd-i info window?
