What steps do I take to burn a 2.2 gig .movie file to a VCD in lieu of a DVD?

Toast has a burn to VCD option, I'm not sure if there are shareware alternatives. A movie that big would need to be chopped up, though.

I think its got a vdc option.
But not to sure!!
