need some advanced help with photoshop filters

i'm trying to apply the radial blur filter with the zoom effect. my subject is a person and i want the zoom effect to basically make the background kind of zoom into my subjects face, LEAVING the face intact and still sharp.

i tried messing with it by centering it on different parts of the face but still some gets blurred. is there any way to tell the blur command to just ignore certain areas that i trace out? that way i can trace the face and it will blur everything else.

any tips would be great. thanks.

I do believe there's a neat lasso marker tool in Photoshop. Just select the face with that, invert the selection and apply the filter...

many ways lead to Rome..........

how 'bout that:
use the round selection tool to select the face.
click soft border for the selection
copy the selection
add a new layer
paste the selection
use your filter on layer one
