iDVD Best Quality = Smaller Data Size?

As far as I can grasp, Best Quality is the way to go when using iDVD. It is supposed to produce better looking video. Best Performance is supposed to be used when footage is over 60 minutes.

So, why is it then that when I choose Best Quality, the size of material to be burned to the DVD gets smaller?

I am trying to burn a project that has about 45 minutes of video (among 12 different video clips) and two slideshows. When I choose Best Performance in iDVD's preferences, the amount of space used on the DVD is 3.2 GB; however, when I choose Best Quality the amount of space used on the DVD is only 2.3 GB. That better quality video takes up 900MB of less disc space?!?
