You need to demux the vob, then convert the mpeg 2 file to 23 fps. Then then add 3:2 Pulldown to make it 29.97 fps. (NTSC uses 29.97 fps) Combine the video and audio[AC3]. From my experience, this is a major bitch to get done. A big problem is that you need to re-encode the video to mpeg2, which is a no no for compression quality. There are apps for Windows that can simplify the process, yet for the high motion scenes, you'll get very choppy results. If you find a better solution, let me know.

What exactly are you trying to do with the VOB?

Basically I have 2 DVDs that are pal that I'd like to view on my NTSC tv. I thought if I converted the original .vob's then I'd retain the menu's and whatnot.

a .vob is just a kind of compression (and it's muxxed), it hasn't anything to do with the video standard, which is included (a mpeg1/2 can be PAL/NTSC too).
so, for changing the video standard - you HAVE to demuxx and THEN convert it - which needs lots of computation power (GHz, hours, you name it); and, if you use QT, the result is... plain bad: both video standards are VERY different (25/30fps, est. 700/500 lines, different color schemes etcpp)
over here in Europe, most dvd standalone players eat both standards ;-) - if the dvds are of live importance: spend some 50$ for a new one.

standard as in "Micro$oft" ?
HDTV will seem to be worldwide the same...- but expect different HDTV-DVD standards.
to add something serious in a post: PAL is much better in terms of color (NTSC= never the same color) and resolution, NTSC is better with its 30fps (PAL just 25)… so, every system has its advantages… e.g.M$ offers a good office tool for the Mac
btw, Steve: when is AppleWorks v.X coming????
