I know this probably isn't possible but are there any sub-1300$ 27"-30" LCD HDTVs that are any good? If not that's ok too as I'm sure I can burn 1300 on something else.

I've heard a lot of real positive things about the Syntax Olevia LCD TVs. The 30" is just a little higher than your range, but the 27" should be right there. Check the threads at AVSforums or Froogle around. Not the same quality as an Aquos display, but great for the money. YMMV...
