Can a controller be put on a .swf movie for the web?

I am VERY new to incorporating video into the web. I have found that .swf files are the best cross platform file format, but I would like to have a controller beneath the movie so that people can pause, rewind, etc. Is there a way to do this with the .swf file that will not change its compatibility and require someone to have Quicktime or another plug-in other than Flash Player?

If you know how to use Action Scripting in Flash you can definitely set video controls.

I was looking in to setting up my videos in flash as well but since they're so long (28minutes), Flash doesn't handle them so well. It also sort of ruins the nice file compression you can get when you convert things in to FLVs, in my experience.
