.avi + .sub = vcd maybe???

I'm trying to figure out how to burn an .avi movie as a VCD, but it has a seperate .sub file for subtitles. Is there a program available that will encode AND burn the files together to make me a lovely VCD???

ps: I tried searching, no dice...
