Making Video DVD from MPEGII problem

I've converted a Avi file to MPEGII and then try to burn it on a DVD 5 disc (4.37 GB).
The .mpg file is 4.08 GB but when i drag it in Roxio 6 burner window with burn mode set on Video DVD, the Roxio it says that i need 5.3 GB free.
...???
Can anyoane explaine this or have an advice of what i should do

I also had the same prob with toast, with a file half your size!
I just make sure i have at least 5gb free,
this was mainly because my apple hdd is only 10gb,
I bought an extra 20gb hdd and moved my apps that dont get used to often over,
